good morning, america. this morning -- state of emergency. outer bands of isaac slamming into florida right now. the storm growing into a hurricane and the republicans delaying the start of their convention in tampa as a result. our sam champion and ginger zee in the danger zone this morning. wasn't jeep leap. a true american hero. >> that's one small step for man, one giant leap for mankind. >> we remember neil armstrong who inspired us all to reach for the stars. white-knuckle ride. look at this driver trapped in her car as the accelerator gets stuck. hurdling her at speeds at 115 miles an hour. look at her weaving in and out of traffic.

and -- son of snooki. the jersey shore princess is now mother to a baby boy. full coverage of the snooki story coming up. in florida right, they're battening down and stocking up. overnight, the republicans decided to delay the start of their convention by 24 hours, so what does this mean for mitt romney and what's supposed to be time in the spotlight. if inside this black suv is a woman terrified for her life. she can't stop. and what's amazing. she's on the phone with the 911 operator the entire time. we'll hear from her coming up.

already feeling it. matt, good morning to you. >> dan, we're just starting to enter isaac 200 miles east of here. governor of florida declaring that state of emergency. the airports, the seaports, all of the public places have been closed. buying up flashlights, batteries and waters. now, the major concern here in the keys, by officials, that thousands of visitors still stuck here who are going to try to experience the storm, those winds will be strong enough to knock you over, flooding, this water, couple of hours, was a foot lower, a regular high tide with an extra 4 feet it could get bad. hundreds of residents parking their cars on overseas bridges.

>> all right, matt, thank you. let's get straight out to ginger zee as the hestorm heads north. >> i want to get to the map. because it's so important that you get all of this information right up front. the warnings and watches have extended now all of the way from the mouth of the mississippi down the florida coastline through the panhandle and all of the way to the southern tip. that hot pink color, that has been in place for at least 24 hours. that's a hurricane warning. miami still in a hurricane watch. see how the red goes from by locksi through pensacola, that's a new hurricane watch. the path, which we saw at the beginning of the broadcast, now takes you -- focus in on the numbers and time. by tomorrow morning here, it's going to look a whole different.

in the gulf, it starts to eat up that hot water and it hits the gulf coast, the florida panhandle to mississippi as a category 1 hurricane. then starts to make its way north. also, want to share with you, this computer model congress lom ration, they have been pretty succinct in the last couple of days. for mobile through pensacola, that's the heart of it. finally, want to share with you a little bit of video what could happen with a storm like this. we start in haiti, very dirty water rushing from all of that rain, at least four people dead. and cuba, lot of destruction already happening.

unfortunately, the calm morning we have here in cap tooef ya island, you got very, very tranquil water. it's going to look a lot different. winds from what will be a hurricane will be pushing up and over my head, a storm surge of at least 7 feet. at the top of those windows on this beachside bar, that's why florida is getting ready today. >> reporter: the sunshine state is on high alert. the governor issued a state of emergency. schools all over south florida, already canceled for monday. >> the best thing that you can do is, just plan for the worst, definitely. >> reporter: in tampa at least 4 to 8 inches of rain expected. 50,000 people arrived this weekend for the republican national convention. the governor pulling out for storm prep.

storm surges could rise as high as 7 feet. in the panhandle where they could see 100-mile-per-hour winds and possibly 10 inches of rain, flooding could become the lasting legacy of this storm. even though the people of florida are used to huge storms. >> if you don't take prekauxs you're in trouble. >> this southwest florida coastline so raw and exposed. not just here but down to naples. look at the storm surge map. who will get what. this will happen late tonight early tomorrow morning. a picture that you must see, the storm surge map, i think we're going to put it up, a lot of places, going to get 3 to 5 feet surge. we'll be following it across and

give you your nation's weather in just a couple of minutes. >> ginger, i'll take it. the political ramifications from the storm. let's bring in "this week's" george stephanopoulos. what does this mean for the republican party, this delay? >> all of the speakers are going to get to speak. the networks were covering tuesday, wednesday and thursday nights in primetime. they have had a tough run-up to this collection. isaac is taking up lot of attention. it will continue to take up attention during this political hurricane over todd akin, the congressman running for senate out in missouri. starting on tuesday night and refocus the attention of the public on the economy, on mitt romney and who he is. >> what does he need to do to get back on message? >> number one, and number two and number three, talk about the

economy. focus the attention of the country on that again. but he also has to forge a real personal connection with voters and convince them even if they don't like him more than president obama, that he is the right person to believe in. >> clearly, ann romney is going to play an important role in this election. >> warm him up, brings some insight into what life is like with mitt romney. understand his values. make them understand that he will fight for them as president. >> george, a very busy man the next few days. let's get down to tampa now, our jon karl is inside the convention, the republicans who have arrived, how much a disruption this is going to be with the storm barrelling toward them. >> you have four full days of

convention planning that will have to be squeezed into three days. the organizers say, they're still going to fit that entire schedule into the three days. you can bet some people will have shorter speeches than expected and some people won't get a chance to speak at all. some disappointment on the part of delegates, this is the biggest political party in the universe over four years for these folks. >> i would imagine among the republicans, there might be a little bit of gloom? >> yeah, i mean, i wouldn't go that far. but, look, they'll have less of a convention. 75% of what they expected. they'll be competing for news coverage with a massive tropical storm/hurricane. this happened four years ago. their hurricane was in st. paul,

minnesota, they had to cancel the first day because hurricane gustav hit down here. >> jon karl, you mentioned one other minor headache, with all of the rain coming in the umbrellas that aren't allowed in the convention hall for security concerns. reminder, george, will be kicking off our convention coverage later on "this week." governor bob mcdonnell and the head of the democratic national convention. and antonio villaraigosa. that's our political coverage for the morning. this morning, a country in the middle of a recession and prolonged war overseas. neil armstrong, the first man to walk on the moon. >> the eagle has landed.

ti ticker tape parades. but, armstrong a quiet man, a self-described nerd quickly retreated to ohio where he taught at college, married twice and had two children and only rarely spoke publicly. >> there are great ideas undiscovered. breakthroughs available to those who can remove one of truth's protective layers. >> reporter: his last interview was this past may with australian tv. >> i thought that we had a 90% chance of getting back safely to earth on that flight. but only 50/50 of making a successful landing on the first attempt. there are so many unknowns. >> reporter: armstrong said that his biggest disappointment after the moonwalk, he never once had a dream about it. neil armstrong died from

complications of heart surgery. let's get the rest of the top stories this morning from ron claiborne. >> dan and bianna, new details of that shooting outside of the empire state building. it appears all nine bystanders were struck by bullets fired by police. jeffery johnson, the gunman, didn't fire or attempt to fire his gun at police. johnson killed a former co-worker. syrian another massacre at the hands of president assad's security forces. saturday was one of the deadliest days of the civil war. and the death toll from a huge explosion at venezuela's

biggest oil refinery, has climbed to at least 38. shattering windows from homes and destroying walls of nearby shops. more than 80 people were injured. lance armstrong said that he's at peace after being stripped of his seven tour de france titles. armstrong said, quote, nobody needs to cry for me. i'm going to be great. he spoke after taking part in a mountain bike. and finally if you saw this last night or yesterday afternoon it was amazing. lindsay lohan world series for the ages. trailing by 10 runs, the team from california, northern california, mounted a furious comeback, they scored ten runs in the bottom of the 6 to tie that game, but it was not meant to be. no joy there.

tennessee came back with nine runs in the top of the seventh inning. they ended up winning that game, 26-14. remember, this name, lorenzo butler, this kid from tennessee, he hit three three-run home runs in that game. that was pretty amazing. or as dan would say, incredible. >> all right, ron, thanks. time now for the weather and back to ginger zee on florida's captiva island. the center of the nation a place that needs rain a whole lot more has gotten it. at least begun to. this is what happened yesterday. places like kansas city and wichita falls, 1 to 3 inches of rain. that rain moves into parts of iowa and missouri and up to

>> dan, it's just starting to get a little breezy and our first rain shower. we'll keep following it here on captiva island. now a story a prominent doctor, a father of eight arrested for the murder for his wife. the person who's been instrumental in getting this man locked up his own daughter and she's now speaking out. abc's clayton sandell has the story. >> they told me that they arrested my father five minutes ago. >> reporter: it's a shocking twist in a nightmare that's lasted six long years. >> i was so happy. i was so happy. it's been so long. it's horrible to be happy about your father being arrested. but finally, he's being held accountable for murdering my mother. >> reporter: martin mcneal, a prominent doctor, lawyer, on friday was charged with murder. in 2007 his wife was found

unconscious in her bathtub. >> my wife's fallen in the bathtub. >> okay, is she conscious? >> she is not. i'm a physician. >> reporter: her death was first classified as natural. but her daughter alexis didn't buy it. alexis said that her mother had confided in her just days before she died. but when utah refused to investigate further it was up to alexis and her sister rachel to help build the case against their dad. they discover his double life, including an affair. finally, convinced to reopen the case, police believe that michelle mcneil was drugged by her husband.

>> reporter: snooki. known for overdrinking, overtanning and general outrageousness. now rg she's known by another name, mom. that's right. they welcomed their baby boy into the world early this morning. born in a new jersey hospital. weighing 6 pounds, 5 ounces. mtv confirmed the news, releasing this statement -- we couldn't be happier for nicole and jionni on the healthy delivery on their baby boy. >> i really need to tell you something. i'm pregnant and engaged. >> reporter: it's quite a transformation for the new mom. who's behaved herself since announcing the pregnancy snooki's last four months of pregnancy will be featured on the next season of jersey shore starting in october.
